(Reed. 11.30 a.m.) NEW YORK, Aug. 18.

The talks between. President Roosevelt and Mr. W. L. Mackenzie King, Prime Minister of Canada, at Ogdensburg, United States (on the right bank of the St. Lawrence River opposite Prescott, Ontario), concluded this afternoon.

The following statement was issued:— "The Prime Minister and the President discussed mutual defence problems in relation to the safety of Canada and the United States.

"It has been agreed that a permanent joint defence hoard should be established immediately by the two countries to begin at once studies relating to sea, land and air prolileme, including personnel and material.

"It will consider in a broad sense the defence of the northern half of the western hemisphere. The permanent board will consist of four or five from each country, mostly drawn from the Services and it will meet shortly."
