Conscription Needed To Build
Up Army.

WASHINGTON, July 30.
General George C. Marshall, Chief of Staff, told the Senate Military Affairs Committee, that it would be absolutely impossible to build up the army to its essential strength without conscription.
General Marshall appeared before the committee shortly after the Republicans' side-tracked the action of the Conscription Bill by demanding that President Roosevelt declare himself for or against the measure.
It was one of several manifestations of opposition to the bill in its present form.
Genefal Marshall said: "We are trying to do in time of peace what is always left until time of war. I said time of peace, but it is my belief that it is time of peril. It would be a crime to send out our men unprepared."
