The full Committee for the Preservation of Peaee, after a night session, announced complete agreement regarding the convention on the question of European Powers' colonies in the western hemisphere, but the committee had not completed drafting the agreement, which is expected to be adopted to-day. The conference will end on Tuesday with an open plenary session with the signing of the colonies declaration.

The declaration asserts the principle that the colonies are not transferable to non-American Powers. It reasserts the Woodrow Wilson doctrine of selfdetermination and estabJishes machinery to deal with emergencies and provisional administration if necessary.
