Gigurtu has formed a National Government, states a Bucharest message. The new Cabinet contains 30 Iron Guard (Nazi) members, four of whom were formerly Ministers in the Goga Cabinet.
The Cabinet include* M. Gigurtu. Premier: General Mihail, Vice-Premier; M. Manoileecu, Minister of Foreign Affairs: and General Niculcucu, Minister of Defence. Manoilescu i* a member of the Iron Guard, who recently arrived from Germany. Duza, a noted anti-Semite, has been appointed Minister without portfolio. The Cabinet does not include any member of the former Government who signed the decree ceding Bessarabia. Five of the new Ministers arc generals. British oil representatives are reported to have been given 24 hours to leave. A later message s«ys Rumania's expulsion of British oil representatives affects 3d engineers. Jt does not affect worker* in the oil companies' offices in Bucharest. Memliers of the French Legation are rejiorted to be packing up. ]t is reported from Bucharest that M. Ernest Urdarianu. Chief of Staff of the "The Party of the Nation." , after 12 days has resigned under an order from King Carol, and has been replaced by M. Gigurtu.
The German Minister to Kumania has returned from Berlin with instructions to notify the Rumanian Government that Germany for the present is not able to offer Rumania either a treaty of alliance or military assistance.
A message from Bucharest states that poHce and soldiers are patrolling in armoured cars and lorries, and the military commander has taken precautions against invasion. Citizens of Bucharest have been warned to report any landings by parachutists. Drastic measures against spies have Iteen taken. They provide for imprisonment for 20 years for not reporting statements against the Rumanian iState. Cameras have been banned and mobilisation continues. King Carol is interviewing pro-Ger-man leaders, several of whom formerly attacked Madame Lupescu's influence over him. K was later stated officially* in Bucharest that no demarche had beensent to Mussolini.
