LONDON, July 3.

A Bucharest report states that a Rumanian General Staff communique says Rumanian troops at noon occupied positions along the line of the Suceava, Herta and Pruth rivers. The , e%*acuation of civilians was continuing after having- been retarded earlier bv bad weather.

The Bucharest correspondent of the Associated Press of Great Britain poinU out that the official evacuation period ended at noon. Hence the line occupied in interpreted ae the new Russian and Rumanian frontier. .

A day of mourning is being observed throughout, Rumania.

"The Times" correspondent on the German frontier says the Wilheknstraste is extremely sensitive of any hint of increasing tension between Berlin and Moscow. Typical of this attitude is the expulsion of Dr. Reto Caratasch, a notable correspondent of the Swiss newspaper "Neue Zuercher Zeitung," because he said the Russian advance into Rumania had caused certain uneasiness in Germanv.
