LONG CONTRACTS.
Proposal To Help Industry In Plant Expansion. HUGE OUTLAY INVOLVED. United Press Association.—Copyright. (Received 2 p.m.) WASHINGTON, June 28. President Roosevelt, at a Press conference, said a new long-range Army expansion programme was being drafted, with a view to giving manufacturers orders in advance of appropriations. The President added that it was too early to discuss figures, but sources outside White House believe that the ultimate expenditure may be 5,000,000,000 to 7,000,000,000 dollars. Simultaneously President Roosevelt announced the appointment of Mr. Donald M. Nelson as co-ordinator of the . whole of the Government's preparedness campaign and purchasing Operations. He added that assistants were determining whether it would not be wise to make long-term commitments for armament building, permitting manufacturers to sign long-term contracts assuring the recovery of at least part of the expenditure on plant extension.
