LAND, MATERIALS AND MEN. WIDESPREAD ORGANISATION. (By Telegraph.—Press Association.) WELLINGTON, Tuesday. The primary industries emergency regulations provide for widespread organisation of land, materials and men. The essential purpose aimed at is to ensure the maximum supply of all products which Great Britain and this Dominion urgently require and to sustain the civil population.

Under the main regulations production, processing,, manufacturing, packing, freezing, chilling ef storage of primary products may be regulated and controlled. Amending regulations ensure .that any persons who are or should be engaged in any phase of primary production will carry on the business in accordance with the direction of the Minister or controller. Directions may relate to the manner in which land is cultivated and managed or to the use to which it is put in the production of primary products.

Occupiers of premises capable of being used for any phase of primary production may be required to regulate employment in accordance with the directions of the Minister or controller. If the directions of the Minister or controller are not complied with, a suitable representative may be authorised to carry out those directions as agent of the producer, and he will be paid for his services out of the funds of the business. If necessary for the efficient prosecution of the war or for maintaining supplies of primary produce, land, buildings, goods and machinery may be requisitioned and used in such manner as the Minister thinks fit. Any person having an interest in any requisitioned property will be entitled to compensation for any loss suffered by him by reason of such requisition. If the amount of compensation cannot be mutually agreed upon, the matter will be determined by arbitration.

Inability to fulfil a ontract because of the directions of the Minister or controller will bo *v good Jeknee to any claim under a contract. This applies to contracts made both before or after the commencement of the regulations. Subetantial penalties are provided for a breach of the regulations or for failing to Comply with directions given under the regulations without good cause.
