United Press Association.—Copyright. (Received 11.30 a.m.) ROME, February 27. The American envoy to Europe, Mr. Sumner Welles, AssistantSecretary of State, emphasised that President Hoosevelt's instructions precluded him commenting; on conversations with Signor Mussolini and Count Ciano. He added that he deeply appreciated Italy's courtesy and helpful conversations.

Mr. Welles expects to revisit Mussolini after conversing with Hitler and Ribbentrop. He will reach Berlin on Friday.

The German public is not aware of the visit or of its nature. This is believed to be due to a desire to prevent false hopes of peace.

Mr. Welles conferred separately with tile British and French Ambassadors in Rome and had luncheon with Sir Percy and Lady Loraine and M. and Mm. Poncet at the American Embassy. He later' entertained Herr von Mackensen, the German Ambassador, and his wife at tea.
