Emphatic Condemnation By Secretary Of State.

ALL FOR PEACEFUL ORDER. (Received 12 noon.) WASHINGTON, April 14. Mr. Cordell Hull. Secretary of State for Foreign Affairs, in a worldwide broadcast on Pan-American Day, emphasised the ability and determination of American nations to fight, if necessary, to preserve their independence. "Pan-Americanism srands lor affirmation by half the world that it will not accept an international order based on force, politics or abrogation of the underlying principles of justice and tolerance and law. "The AmeiTcan reptrurjes have, in clear and unmistakable terms, expressed their determination to ensure peace in this continent and to defend and maintain the independence and institutions of our peoples against any menace. No one can say that we offer to the world an example of international adjustment maintained by reason because we do not have in our command more brutal weapons. Nor can any harbour illusions that our insistence upon international justice is an appeal springing from weakness.

"This hemisphere's devotion is to organise grounded on juridicational equality of all nations, respect for the sovereignty of eacli and understanding so complete that every question can be dealt with by reason and peaceful discussion.

"This is the free choice of all of us— the true choice. Since other alternatives are open, this choice in international relations gives the Western Hemisphere something definite and distinct to say to the world, peculiarly at this time of stress."
