WELLINGTON, this day.
Interviewed on his return from Sydney to-day, Mr. Frank Milner, rector of the Waitaki Boys' High School, said from his own point of view he felt that the results of the British Commonwealth Relations conference were disappointing.
After reviewing the divergent outlooks of the various Empire countries and not to end on a pessimistic note he said it was safe to say tliat certain basic principles or communal idea* had emerged from the verbal welter. They were: —(1) The Empire is not static but is motivated by a dynamic philosophy of trusteeship, devolution ahd autonomy; (2) tlir unitary conception of Empire is replaced by Britannic nationalism and a system of free cooperative States displaces the idea of a federal compact; (3) the new ideal is diversity within a free co-operation; (4) the ultimate justification of th® British Commonwealth of Nations is not from within but from without in its contribution to a system of world order Others who returned from the conference were Messrs. E. P. Hav, A. W Free, S. R. Morrison and D. O. Williams! The leader of the Now Zealand dele-" gation, the Hon. W. Downie Stewart, is expected back in another week.
