United Press Association.—Copyright. (Received 2 p.m.) LONDON, January 0. The Madrid correspondent of "The Times" says an official decree makes it compulsory tor the 400,000 members of the civil population to evacuate Madrid within 30 days. Food ration cards will then lie withdrawn from all not engaged in military activities or auxiliary services. Those who still refuse to leave will be forcibly evacuated. Insurgent losses in Teruel arc estimated at .WOO killed, and .">OOO or 0000 wounded. FIRED ON FROM SHORE. CREW OF WRECKED STEAMER. PARIS. January 0. A message from St. Jean de Luz states that lf> members of the crew and a British non-intervention officer from the Norwegian steamer Skottland, which struck a reef near Santander, were received with rifle fire from the shore when thev tried to make Santander in boats. The firing ceased after the identity of the party had been established. A Greek steamer picked them up. The mystery over the arrest of the French Consular officials on December 4 has been heightened by the arrest of IS Italians at Irtin on espionage charges.
