LETTER TO SPAIN. Withdraw Volunteers and Grant Belligerent Rights. APPROVED PROPOSALS SENT. British Official Wireless. (Received 1.p.m.) RUGBY, November 5. A letter addressed by the Earl of Plymouth, on instructions from the Non-intervention Committee, to - Mr. Eden setting out the proposals for withdrawal of volunteers, granting of belligerent rights approved by the committee, afld securing of the concurrence of the parties in Spain, has now been sent to Sir Henry Chilton and Mr. Leche, for communication to both sides. In view of its urgency, the communication includes a request for a reply as soon as possible. No date has yet been fixed for the next meeting of the chairman's subcommittee, but, in the meantime, the Technical Advisory Committee is still at work on questions connected with reinstitution and strengthening of control, and preparatory consideration is being given other questions reserved for further examination in. the interval before the Spanish replies are received.

ATTACKED AT SEA. One Fisherman Killed and Another Missing. ESCAPE OF THREE OTHERS. (Received 1.30 p.m.) TANGIER, November 5. International police are investigating an attack by Spanish insurgents on five fishermen whose craft was boarded with machine-guns within the zones of territorial waters. Three fishermen broke free and swam to the beach. One of the judges of the Tangier Mixed Court was walking along the shore when he found a body which was identified as one of the fishermen who had not escaped. The fate of the other is not known.

ARREST ORDERED. Loyalists Hold Own Former Prime Minister. MILLIONAIRE VISITS ROME. (Received 1.30 p.m.) PARIS, November 5. Under orders of the Spanish Prime Minister, Senor Negrin, his predecessor in office, Senor Largo Caballero, was arrested as he was leaving Valencia for Barcelona, reports the Hendaye correspondent of "Le Matin." Unrest and disorders are reported in Madrid. Senor Juan March, Spanish tobacco millionaire and one of General Franco's financial backers, has gone to Rome on the giant Italian Atlantic liner Conte di Kavoia, states a Gibraltar message. It is believed he has gone to ask Signor Mussolini for further aid. This is Senor March's seventh visit to Home in sly months.

STOPPED BY BRITISH. MUNITIONS AT GIBRALTAR. (R.yeivod i.ao p.m.) (.iIiiIiALTAK, November 5. British ])olicc at the frontier stopped a \ii 11 drawn by initios proceeding to I.a Liuoa laden with packing cases labelled "merchandise." They were found to contain rifles- and ammunition intended for Cieneral Franco. It is alleged that they were landed from a German steamer. The firearms, reports a later message, turned out to be harpoon guns foi» lifesaving. with the requisite ammunition. The consignees will be summoned for their breach of a military ordinance.

WARSHIP FIRES. ON SUBMARINE OFF SPAIN. (Received 1 p.m.) VALENCIA, November 5. A French destroyer escorting the French steamer Imerethie, fired several times at a submarine 20 miles from the coast. Contradicting this message comes an official assertion that the destroyer fired, not at a submarine, but at floating mines.
