A reduction of the House of Commons' provision of five years to three as a period after marriage in which actions for divorce may not be brought was effected by the House of Lords in the committee stage of Mr. A. P. Herbert's Marriage Reform Bill. The House of Lords agreed to a furtlier amendment giving judges discretion to allow petitions to l>e presented within three years in eases of exceptional hardship. The peers rejected an amendment deleting a plea of five years' insanity as a ground for divorce. Viscount Dawson of Penn, Royal Physician, said that chances of recovery after five years" insanity were very small.
