STREET APPEALS.
LOCAL BODY'S ATTITUDE. ONE TREE HILL COMMENT. Discussing an application from the Mayoress. Lady Pavi*. for for the An.-klaiid Orphanages Advisory Council ti> hold a street collection in the borough on September :i. Mr. W- O. Mtilholland >aid at the meeting of the One Tree. Hill Borough Council last night that it was lii.;]i time the council took a Ptaiul regarding street appeals and called a halt. "It i.s becoming almost overbearing."' he saul. '"It is happening every year now." He contended that the City Council should draw up a list each year and allot dates, or. a.* an alternative, that a fund be created for making donations each year to deserving causes. As it was. ratepayers were penalised, for they were sometimes "stung"" twice. The Mayor said the number was fixed annually, but the time had to come when special appeals would come up. It was difficult to make an inflexible rule. Permission was granted for the appeal, and the same concession was extended to the St. John Ambulance Association for October 20. while an appeal for aid from the Y.M.C.A. and the Open Door Mission was referred to the finance committee to report. In reply to the Society for the Projection of Women and Children, which wrote stating that it had con«- -.eil *<i the Hospital Auxiliary rcoeivij-'s> a}V_ proceeds from a joint collection alre. authorised in the city, it was decided to refer the rerpie-'t to the Local Bodies" Association, pointing out that in the opinion of the council one day was sufficient. It was also agreed to refer the whole question of street appeals to the association.
