I WELLINGTON, Thursday, j The introduction of a system of rental tickets by which cheaper subscriptions to the city libraries are to be made available to the public was approved by the Wellington City Couni cil to-night. The reduction in charges was made to meet the competition from private club libraries supplying fiction.
