U.S. CIVIL SERVICE.
SPECULATION FORBIDDEN. (Received 1.30 p.m.) WASHINGTON, April 26. President Roosevelt, in a letter to the head of the Civil Service Commission, warned all Government employees against direct or indirect transactions in ;%pck or bonds for speculative purposes, as such action would militate against promotions.
