(Received 12 noon.) LONDON, February 23. A Vienna message states that the Duke of Windsor,, travelling in a special sleeper, arrived at Noesch for a short stay at Count Paul Muenster's castle at Wasserleonberg. It is understood the castle is among those recommended for residence to the Duke. A later message from Vienna says it is believed the Duke of Windsor has arranged to purchase Enzesfeld Castle. It is understood that while visiting Count Paul s castle he met a representative of Mrs. Simpson and discussed various matters. The Vienna correspondent of the "Daily Mail" says he understands that as the result of a week's discussions the Duke of Windsor intends to make his permanent home in Austria, where he has inspected a number of estates. His definite choice and the nature of his establishment will depend upon the financial settlement of his affairs. Sir Walter Monckton, AttornevGenera" for the Duchy of Cornwall, "is on his way back to England. He is carrying important documents sinned by the Duke. J
