PLEA FOR "YES."
Dual Referendum for People of Australia. RADIO STARTS CAMPAIG^T. (Received 9.30 a.m.) SYDNEY, this day. What has become known as the m&rketing referendum campaign arising out of the Privy Council's decision last year upsetting the Commonwealth's marketing powers was officially launched in Sydney last evening in a broadcast throughout Australia. The chief speakers were Mr. J. A. Lyons, Prime Minister; Dr. Earle Page, Leader of the Country party; Mr. B. S. Stevens, Premier of New Sduth Wales; ahd Mr. E. J. Hogan, a former Premier of Victoria. Their arguments were directed to the disabilities occasioned to the rural community by the Privy Council's decision, and to the necessity for amendments of the Constitution to correct the position. They strongly urged a "yes" vote to the Commonwealth Government's proposals, also a "yes" vcte to a further request that the Commonwealth should have complete control over aviation, which hitherto has not existed under the Constitution. Reports are current that in at least two States a negative vote will be recorded. The Labour party of New South Wales intends to combat the Commonwealth's proposals. {The New South Wales Council of the United Australia party has decided to give its members a free hand in their attitude toward the referendum issues.
CABINET CHANGE.
RESHUFFLE IN JAPAN. (Received 1.30 p.m.) TOKYO, February 9. The Minister of War, General Nakamura, has resigned owing to illness. General Sugiyama, deputy-Chief of the Military General Staff, will succeed him. The Bank of Japan will in future cooperate with the Industrial Bank, which will be encouraged to extend ample credit in view of the increasing production of munitions and other key industries.
SHIPPING INCREASE.
WAR AIDS SOUTH AFRICA (Received 1.30 p.m.) CAPETOWN, February 9. Port dues in all South African harbours nre being cut by half with a view to retaining the increase in tonnage since the Abyssinian war led to a diversion of Australian and Far Eastern ships from the Suez Canal to the Cape.
