MODERATION IN JAPAN. (Received 12 noon.) TOKYO, February 8. The Premier, General Hayashi, announces that his programme, approved by the Emperor, aims at restoring national confidence and avoiding extremes in carrying out reforms. He indicates that his foreign policy will be similar to that of his predecessors, but insists on adequate defence. Cabinet accepted the resignation of Mr. lego Fukai, governor of the Bank of Japan. It is believed his successor will be Mr. Seihin Ikeda, ex-managing director of the Mitsui interests.
