OPINION AT GENEVA. (Received 10 a.m.) GEXEVA, September 1. Tlie League Secretariat lias received only five replies to the question of liow to reform the League. The most interesting and detailed was Kew Zealand's. This favours:— An international force controlled by the League. " , A plebiscite among the peoples of member States as to whether they would be prepared 'automatically to enforce Article XVI. Whether, in such event, their armed forces would automatically be available for such purpose.
