ENVOYS RESIGN.
RUMANIAN DIFFERENCES. (Received 9.30 a.m.) PARIS, September 1. "Petit Parisien" says that following the expulsion of M. Titulescu from the Rumanian Cabinet, which has been reformed, Rumanian Ministers at Warsaw, Moscow, The Hague, Stockholm, Washington, Riga, Tallinn and Angora resigned out of sympathy. Cabinet has taken full control of armed forces by dissolving Shock Troops and has introduced a compulsory labour army for unemployed between 18 and 21. " It has also abolished immunity of universities from police and army in® trusion.
