(Received 1 p.m.) PARIS, August 28. In a farewell address to the leaders of the Germany colony, Dr. Schaeht, Nazi Minister of Economics, said: "I believe I have found full appreciation here for the view that Franco-German understanding is necessary to world peace. I leave impressed with France's honest determination to open the way for international peace. The greatest disturbing factor to-day is violent Bolshevik propaganda. The Bolslievising of Russia would require little attention If it had not developed an international tendency."

French newspapers say Dr. Scliaclit is seeking to persuade France that in order to avoid war the Powers should open their frontiers to goods produced in Germany and also return her colonies. This would enable Germany to obtain raw materials.

The German Minister has detailed a plan of pacification, it is asserted, including a quantitative limitation of armaments provided that Germany is offered economic collaboration.

The Paris correspondent of "The Times" states that during the discussions with French Ministers, Dr. Scliacht argued that for financial, economic and military reasons, Germany was compelled to continue the process of rearmament. The remedies he suggested were:—

(1) Financial relief by "currency alignment" and the development of trade.

(2) The return of Germany's colonies, thus opening up fresh markets and enabling Germany to obtain supplies of raw materials.

(3) The renunciation of the FrancoRussian pact, otherwise the present German policy and the dangers it entails would continue.

The French answer was that in regard to' currency alignment and the return of the colonies, others must be first consulted. In regard to the FrancoRussian pact France will not renounce it, nor will she accept any arrangement which will divide Europe into separate, or watertight, compartments, Herr Hitler's military service decree had strengthened, not weakened, that resolve.
