SLOVENLY.
PAST LEGISLATION.
'NOT IN RECENT YEARS' BURIED CLAUSES OF ACTS. u ADVISE IN IGNORANCE." (By Telegraph.—Parliamentary Reporter.) WELLINGTON, Thursday. Reference to what he termed the "slovenly way" in which some legislation had been put through by past Parliaments was made in the House of Representatives to-day by the AttorneyGeneral, Mr. Mason, when moving that the Judicature Amendment Bill be read a second time. The Minister pointed out that the Juries Act would have to be slightly amended to bring it into
line with the bill he was discussing, but he did not intend to amend it by a clause in the Judicature Bill. It would be a slight amendment and he intended it to be included in a miscellaneous bill. Were it a more important and bigger amendment he would amend the Juries Act itself.
"I want to get away from the bad habit of lumping amendments in different bills, especially the Finance Bill," said Mr. Mason. "To place the amendments in the Finance Bill has come to be looked upon as the usual thing."
Mr. J. G. Coates (National, Ivaipara) Not so much in recent years?
The Minister: Oh, yes. Very much in recent years.
Continuing, the Minister said that it did happen that clauses were passed by the House which were intended to be remedies in certain cases.
"I am sure that solicitors advise people in ignorance of clauses because they are buried where they cannot be found," he added.
