AUSTRIAN CABINET RECONSTRUCTED.

SURPRISE MOVE. Blow to Nazis and Fascist Regime. STARHEMBERG SUPPLANTED. United Press Assoi.tailou.—copyright. (Received 12.30 p.m.) LOXDOX, May 14. Dispatches from Yienna state that Dr. Schuschnigg has announced a reconstructed Cabinet. He still holds the posts of Chancellor, Foreign Minister and Minister of National Defence. The new Vice-Chancellor is Major Baar Bareiifels. Prince Starliemberg is no longer in the Cabinet. He will leave for Rome to-night. Semi-officially it is stated that the object of the reconstruction is "the strengthening of the forces ready to builcl up an independent Austria." It is understood that the Cabinet crisis was precipitated by Prince Starhemberg's telegram of congratulation to Signor Mussolini on the Fascist victory in Abvssinia.

The Vienna correspondent of "The Times" says last Sunday's events, when the members of Prince Starhemberg's Fascist Heiniwehr demonstrated against the Freedom League, which includes Dr. Scliusclinigg's supporters, also contributed toward the Cabinet crisis. Dr. Scliuschnigg, after a lengthy conference with the President, Herr Wilhelm Miklas, tendered his Government's resignation, but was immediately charged to form a new one, with a free hand in its composition. In addition to the posts mentioned, Dr. Scliuschnigg has taken over from Prince Starhemberg the command of the Fatherland Front. There are now only three supporters of the Heiniwehr in the Cabinet. The other Ministers are mainly members of the Catholic party. The reconstruction, therefore, is a severe defeat for Prince Starl.vmberg. Austria now is under the virtual dictatorship of Dr. Scliuschnigg. Dr. Schuschnigg's victory is interpreted in Vienna as a decisive setback for Nazi-ism and Fascism. The presence of Heiniwehr Ministers in the new Cabinet is taken as final evidence that Prince Starhemberg is discredited, even among his own followers. Dr. Scliuschnigg now is in a stronger position among his own followers than any Chancellor since the Great War, not excepting the late Dr. Dollfuss. The- Chancellor sent a cablegram to Signor Mussolini stating that he was not changing Austria's . foreign policy and was determined to maintain that policy. FRANCE AND GERMANY. REACTION TO AUSTRIAN NEWS LONDON, May 14. Well-informed circles ill Berlin, says a message from that city, are displeased with the events in Austria. They fear ail intensification of the campaign against Nazi propaganda. Herr Hitler at present is considering the situation. A message from Paris says France is pleased for the same reasons as Germany is displeased.
