BIG HONOLULU DOCK.
NEW AMERICAN PROPOSALS. (Received 9.30 a.m.) NEW YORK, May 14. An interesting development in America's naval plans, says the Washington correspondent of the "New York Times," is the announcement that tile Xavy Department is ready to start on the construction of a floating dry dock in Pearl Harbour, Honolulu, at a cost of 10,000,000 dollars, as part of the Hawaiian defence system. The dock will be 1016 feet long and capable of handling any vessel in the American Fleet, afloat or contemplated.
