TRIBUTE FROM MINISTER. (British Official Wireless.) RUGBY, September 19. The Minister of Health, Sir Kingsley Wood, during a visit to hospital and welfare institutions under the control of the Kent County Council, referred to the.satisfactory association between the Ministry and the local authorities. In a world of many dictatorships, he said, the local authorities in this country constituted a real bulwark to ilemociatic institutions. They also afforded an important and extensive field for public service bv men and women in all walks of life.

The total expenditure of local authorities, said the Minister, had reached more than £500,000,000. Referring to rural water supplies he said a real attack on that problem was being undertaken now for the iirst time.

With higher standards for houses and especially provision of hot water systems in the rural areas, an incicased consumption per head of the population no doubt should occur.
