LOAN CONVERSION.
BIG CANADIAN OPERATION. (Received 1.30 p.m.) OTTAWA, September 19. The Government has completed arrangements with bankers to its 4 per cent loans, totalling 1.55.000,000 dollars maturing on October 14, for a new 2 per cent issue. No offciing will bo made to the public.
