Franco-German Trade Talks Break Down. TEMPORARY AGREEMENT. (Received 2 p.m.) PARIS, July 31. Trade conversations between Fiance and Germany have broken down. The existing agreements lapsed at midnight. A provisional arrangement for the liquidation of funds in clearing accounts will operate until the end of the year, affording an interval for fresh negotiations. Commercial circles are of opinion that the expired agreement lias not been advantageous. Moreover Dr. Schacht's new dumping plan has caused irritation and made France more determined to see French interests fully protected. NO RELIEF FOR JEWS. BERLIN CITY DECISION. (Received l p.m.) BERLIN, July 31. In order to check the renewed inflow of Jews, the city authorities decided to refuse relief to necessitous new arrivals, who will be sent into the municipal shelter and expelled as soon as possible. A development in the anti-Jewish campaign is reported from the Rhineland. Local decrees in many towns and villages forbid Jews to settle or to acquire land there. The decrees add that the purchase of goods from Jews will be regarded as treason against the nation.
