COUNCILLOR'S ABSENCE,

When Mr. C. J. W. Taylor intimated to the Northcote Borough Council last evening that Mr. D. R. Davies had requested him to apologise for his absence a protest was voiced by Mr. A. G. Osborne. He contended that the sent should be vacated if Mr. Davies could not share the duties with hie colleagues. The council had power to appoint, so the expense of an election could be avoided. The Mayor said the Act provided that a councillor vacated his seat if he was absent without leave for four consecutive meetings. Mr. E. C. Fowler: This is the fifth consecutive meeting that Mr.' Davies has not attended. The Mayor said he had apologised for Mr. Davies' absence at last meeting, when leave was granted. The Mayor asked if there was any motion to grant leave of absence for the present meeting. There was no response.
