NO. 5 SCHEME.
ALTERATION SUGGESTED.
NATIONAL SUSTENANCE PLAN.
(By Telegraph.—rress Association.) ASHBURTON, Tuesday. A conference of local bodies wlilch was held yesterday to discuss the Unemployment Board's proposal to discontinue No. 5' scheme passed the following resolutions: — "This meeting is of opinion that there is a real necessity for relief being continued, but is of opinion that No. 5 scheme is not working in such a way a* to reduce the number of unemployed, and suggests — "(1) That a national system of sustenance be instituted classifying men so that fit and unfit shall receive a different scale of sustenance, fit men receiving a small sustenance only. "(2) Where local bodies undertaking approved construction work that such be subsidised by the board to provide full-time work a't standard rates of pay.
"(3)' In eases of work which has been contemplated No. 5 scheme be allowel to remain in force subject to tho approval of a certifying officer. "(4) The organisation or labour bureaux be used to act as a labour exchange where employers can apply for men, and that any such man whom the certifying officer considers suitable for such position offered, and who refuses to accept that position, shall be immediately struck off the scheme."
Seventeen of every 20 road accidents aro due in the main to human errors of judgment. Two of every three accidents are attributable principally to lack of care or thought on the part of the victim.
