Scheme to Avoid Abrogating Washington Pact. CURTAILING ARMAMENTS. TOKYO, August 29. The spokesman of the Japanese Foreign Office states that Japan at the preliminary naval talks in London in October, will present an entirely new scheme "in a spirit of disarmament and for the purpose of a curtailment of armaments." Japan hopes the other Powers also will, submit fresh proposals so as to make possible the working out of a mutually satisfactory agreement. The spokesman says the Japanese scheme involves the suppression, or amendment, of the Washington Pact. If the other Powers agree to the scheme it will obviate Japan's formal'notice of abrogation of the pact. But if they do not agree Japan must abrogate. The chief Japanese naval representative, Rear-Admiral Isoroku Yamamoto, will arrive in London at the end of October.
