GENEVA ARMS BUREAU. (Received 1.30 p.m.) LOXDOX, July 10. After conferring with the French Foreign Secretary, M. Barthou, who is in London, and the American envoy to Europe, Mr. Xorman Davis, the president of the General Disarmament Conference, Mr. Arthur Henderson, announced that the bureau of the conference will meet in September during the early days of the League Assembly.
