Britain and France Discuss Alliances. BASED ON LEAGUE OF NATIONS (British Official Wireless.) (Received 1.30 p.m.) RUGBY, July 10. M. Barthou, French Foreign Secretary, left London for Paris this afternoon. At the conclusion of his visit a communique was issued from the Foreign Office, stating: "The friendly conversations between the British and French Ministers, which have concluded, made it possible for the two Governments clearly to appreciate the respective points of view on the questions under discussion. In connection with preparations for the Naval Conference, M. Pietri, Minister of Marine, will remain in "London for a few days longer." An earlier message stated that the conversations between the Foreign Ministers were chiefly devoted to French explanations of proposed pacts of mutual assistance, with the League of Nations as the connecting link. The system would include a pact for North-Eastcrn Europe consisting of France, Germany, Russia, Poland, Czeeho-Slovakia and the Baltic States. A proposed Mediterranean pact would embrace France, Italy, Yugoslavia, Rumania, Greece and Turkey. Also proposed was a general pact to be endorsed by the signatories of existing pacts setting forth the judicial relations between the texts of those with the League covenant. A Paris dispatch states that the French Ministry Of Marine in a communique says that the immediate inclusion of Germany in the naval conversations would not be acceptable to France.
