UNEMPLOYMENT.
The relief worker in New Zealand is deserving of great credit for being so patient and law-abiding in waiting and waiting in vain for Parliament to bring down some definite programme in connection with the unemployed question in this country. Might I with all due sincerity suggest to our M.P.'s that prior to the opening of the session a Parliamentary conference be held and that his Excellency the Governor-General be invited to preside, and let every member then take an approximate estimate of the requirements of his electorate to bring it up to its maximum productiveness, whether it be land settlement, tonrist attractions, health resorts, mining and so forth, and then draw up one big national scheme extending over a number of years to develop the resources of this wonderful and beautiful little country and then hand it over to the Unemployment Board to administer? After the official opening of Parliament and prior to the usual Address-in-Reply and want of confidence motion, any legislation necessary to carry out the programme should be treated as "emergency legislation" and given preference.
