INDIAN CONGRESS. Civil Disobedience Policy Ceases. ACTION BY GOVERNMENT. - ' * (British Official Wireless.) (Received 1.30 p.m.) RUGBY, June 7. The India Office announced that as civil disobedience as a practical policy may be regarded as having already ceased to exist, the Government of India has decided, in consultation with the local Governments, to withdraw notifications declaring various constituent parts of the AllIndia Congress organisations unlawful. At the same time, it is made clear that the special laws passed by the central and provincial legislatures will remain in force and action will be taken against persons bringing themselves within their scope.

The local Governments will not withdraw the notifications against prescribed revolutionary organisations as distinct from Congress, though working in more

or less close association with its objects, where it is considered that such organisations are dangerous' to the peace of the countrv.

Accordingly, the Government of the North-West Frontier has decided with the full approval of the Government of India and the Secretary of State that the notifications against certain organisations should continue in force.

JUDGE ATTACKED.

Knife Assault by Terrorist During Sleep. ASSAILANT ESCAPES. (Received 12.30 p.m.) CALCUTTA, June 7. Judge B. S. Kisch, judge in the Allahabad High Court, was seriously injured in a night attack by a suspected terrorist in a houseboat on the Jheluni River. Judge Kisch was awakened from sleep and attacked by an intruder who knifed him several times in the chcst and arm. The assailant leaped into the river and escaped.
