SENATE APPROVES BILL. (Received 12 noou.) WASHINGTON, March 0. The United States Senate to-day passed tho Naval Construction Bill and returned it to the House of Representatives for action on the Senate's changes, which included limitations of private contract profits to 10 per cent and a requirement that the Government itself will build one-fourth of the 1000 aeroplanes provided for. Tho cost of bringing the Navy to treaty limits, originally estimated at 380,000,000 dollars, with 95,000,000 dollars for aeroplanes, may be increased as a result of the dollar devaluation by President Roosevelt.
