NEW DECREE.
GOVERNING SAMOA. "SEDITIOUS" NEWSPAPERS. SALE TO BE UNLAWFUL. (By Telegraph.—Press Association.) WELLINGTON, this day. An order gazetted decrees that it shall Uo unlawful for any person to have in his possession for the purpose of sale or distribution in Samoa any seditious newspaper printed in the Samoan language, or partly in that language. A seditious newspaper is defined a? any newspaper which incites, encourages, advises or advocates violence, lawlessness or disorder, or expresses any seditious intention, or misrepresents or tends to hring into hatred or contempt the Parliament or Executive Government of ISfew Zealand or the Administration of the public service of the Mandated Territory, by intemperate language, or malicious or reckless criticism, or otherwise tends to interfere with the peace, order or good government of the territory. The definition includes svery issue of any newspaper which the Administrator shall by notice in the "Gazette" declare to be a seditious newspaper, whether printed before or after such notice and within or 'vithout the territory.
