Federal Liquor Monopoly to Stop

State Excesses.

Repeal continued to hold a prominent place in the day's news. One important development was a report that the President was seriously considering a Federal Government monopolisation of gal lon ago taxation on liquor, with a refund to the consumer States. This was said to be in order to obviate a danger of such high taxation by States, who attempt to rescue their failing budgets by over-burdening this new revenue source, as again to give encouragement to bootlegging. Restoration of mailing rights for. liquors is also being sought.

Tho availability yesterday of beer of a higher alcoholic content than 3.2 sonichow was not received with as much enthusiasm as had been expected, since the price was much higher and smaller glasses were served.

. Ratification of repeal by Maine, the 37th State, almost went without notice yesterday, so quietly and in a routine way did tho convention go about its business.

Steamship companies, which have featured short cruises to the West Indies, have been compelled to cancel many sailings on account of the diminution in numbers of passengers, who now need not go on the high seas to obtain the desired liquors.

"Rum Row" vessels, principally from Canadian ports, arc reported to be returning to their bases.
