Disturbed Conditions Reported In Malta. FORCES STANDING BY. LONDON, November 1. The "Daily Herald" says there is anxiety in official circles in regard to Malta. This has been caused by a telegram stating that the police and military are standing by. As the Governor at the same time held a meeting of the Executive Council it is believed a political crisis is arising.
