IRISH BILLS.
Senate Passes Constitution Amendments. NO PRIVY COUNCIL APPEALS. DUBLIN, November 1. The Irish Free State Senate has passed through their final stages the three constitutional bills. The measures include an amendment inserted by Mr. J. Connolly, Minister of the Post Office, applying 'the Privy Council clause to past decisions and prohibiting the bringing or continuing of appeals or applications for leave to appeal. The first bill provides for the transfer from the Governor-General to the Executive Council of the function of recommending the purpose for which money is appropriated. The second provides for removing the power of the Governor-General to withhold the King's assent to bills. The third has as its object the termination of the right of appeal to the King-in-Council.
I.R.A. HEADQUARTERS. ARMS SEIZED IN POLICE RAID. DUBLIN, November 1. Detectives raided the Dublin headquarters of the Irish Republican Army and seized quantities of rifles and revolvers.
