RECOGNITION?
AMERICA AND SOVIET. Resumption of Relations May Be Imminent. CORRESPONDENCE EXCHANGED (United P.A.--Electr!c Telegraph-Copyrigbt) (Received 11.30 a.m.) WASHINGTON? Octcber 20. An important announcement regarding the long closed diplomatic relations between the United States and Soviet Russia is in prospect, but whether it will come first from Washington or Moscow was not clear today. Reports from Moscow tliat the correspondence exchanged between the two Governments would be released late to-day was not denied by the Secretary of State, Mr. Cordell Hull, who said: "I will have to wait until I have checked over the latest reports." He declared that he understood President Roosevelt had an important declaration in mind, but the subject of this remained undisclosed. It was later announced that the exchange of correspondence would be published late to-day, which opens the way for new trade relations, and points to the path of ultimate recognition, but it was emphasised at White House that it does not constitute recognition now. President, Roosevelt later still announced that he had invited a representative of the Soviet Government to confer with him. The move is obviously construed as leading toward recognition.
