NEW DEVIL'S ISLAND.
American Establishment in 'Frisco Bay. HOME FOR WORST CRIMINALS. WASHINGTON, October 13. An American Devil's Island is being established by the Federal Government on the island of Alcatraz, in San Francisco Bay. It has been a military prison for 20 years. The island is a mile from the mainland, and has an area of 12 acres. It is surf-beaten and difficult of approach, though ferry boats pass somewhat near. It is intended to send to the island COO of the worst type of offenders, including Al. Capone, habitual criminals, schemers and tluse who retain outside contacts. There are COO cells in the prison, so each criminal can be isolated. Also there is a complete group of buildings which the army authorities are vacating.
