Japanese Naval Spokesman's Protest. COMPETITION DENIED. TOKYO, August"2B. The spokesman for the Japanese Navy condemns "mischievous propaganda" regarding Japan embarking upon naval competition leading to war with America. Reports of strained relations featured in the vernacular Press are described as ridiculous and harmful. Japan's building programme was essentially a protective measure, prompted by the large expansion in the programmes of other countries.
