LOOKING FORWARD 20 YEARS. (By Telegraph.—Press Association.) WELLINGTON, Thursday. The New Zealand Institute to-day discussed a recommendation from a committee to use the funds available from the Carter bequest for the purpose of erecting an observatory at the Botanical Gardens at a cost of approximately £3000 and purchasing from the City Council a telescope at a cost of £500. It was stated the fund now amounted to £9000 and was growing at the rate of about £400 a year. The bequest also provided for a professor and staff, but it would be another 20 years before the testator's wishes could be fully realised. The committee recommended the institute to prpceed with a part scheme which could be accomplished. The chairman, Professor H. W. Segar, said it would be better to wait for 20 years and do something worth while. The matter w< s referred to the standing committee for a further report, the committee's recommendation not being adopted.
