UNEMPLOYMENT AS CAUSE. "Unless we realise our responsibilities, tho evil consequences of unemployment will react for a generation," said Mr. J. A. Braiteford at the annual meeting of the Howard Reform League, held last evening. "Enforced idleness produces an. increase in crime, in Vhich tho young arc the worst offenders."

The plea for greater use of probation, said Mr. Brailsford, appeared to be well juetified, despite adverse criticism. Under present prison conditions a ycuthful offender became a criminal from the outset, being given ho kindly influences which, might aid in his reform at an early etage. That was chiefly through lack of inducement to perform useful work.

Tho following officers were elected:— Executive, the Rev. Wilna Constable, Miss Spenco and Miss Potter, Messrs. H. Burton, Gillies, W. A. Gray, F. C. Lopdell and N. M. Richmond; treasurer, Mr. Egerton Gill.
