Cabinet Investigation to "Cleanse" Civil Service. NAZIS KILLED AT BRESLAU. (United P.A.—Electric Telegraph—Copyright) (Received 12.30 p.m.) BERLIN, April 0. Cabinet has approved the investigation of the careers of all civil servants who have entered the service since the founding of the Eepnblic. This is expected to be a prelude to "cleansing" operations. New regulations will exclude all Jews from the Civil Service in future. Only a few of those who 6erved in the trenches or were in the service before 1914 will be allowed to remain.

The Cabinet last evening issued a decree dispensing with Parliamentary elections by appointing administrators with dictatorial powers and authorised to nominate Premiers and Cabinet Ministers in all the Federal States, also being empowered to compel the resignation of Governments whose policies conflict with that of the Reich. The Chancellor, Herr Hitler, will be Governor of Prussia and will appoint a Premier. Henceforth, therefore, there will be only one authority throughout the country, namely, the central authority in Berlin. The Cabinet has also decreed a national holiday on May 1. Alleged "Terror Groups." Following a night affray at Breslau, in which two Nazis were killed and three injured, the police, assisted by thousands of Storm Troops, combed the working class district and seized many revolvers. They arrested more than 100 people. According to the police the arrested men included "leading Communists who have been trying for years to instal panic by terrorism." They also arrested Communists who formed "terror groups" in Breslau and had attempted to revive the party. Other accounts emanating from Frankfurt say it is untrue that the "brown terrdr" has ceased. Workmen are continually beaten and entire districts are terrorised. Anybody who speaks the truth risks a fearful beating, imprisonment, and even death. The only wish of thousands of Germans is to leave Germany, but the new passport regulations render this difficult. Despair exists among the Jews, who are neither allowed to leave nor to live. The German Ambassador, Herr von Dirksen, informed M. Litvinoff, Foreign Minister, that Germany would not hinder Soviet economic organisations, but hoped they would discontinue connections with German Communists. M. Litvinoff denies this connection and disclaimed responsibility for private political activities.

BAD IMPRESSION. Serious Warning to Germany Against Anti-Semitism. PRE-WAR SPIRIT DEVELOPS. (Received 1 p.m.} LONDON, April 9. In the course of a weighty, considered speech in Birmingham, Sir Austen Chamberlain, ex-Foreign Secretary, warned Germany that she could not expect a revision of the Versailles Treaty unless the persecution of Jews ceased. Sir Austen urged Germany to think what impression its attitude toward the citizens within her power must give the whole world of what her attitude would be to other nations if she were in a position to enforce her will. "Germany met her fate because in her overweening pride and egocentric vanity she was determined to dominate and impose her will upon the rest of the world," said Sir Austen. "We see again the same spirit being kindled. This renders it useless for her to come asking for favours or concessions." Sir Austen added that the utterances of men in authority in Germany had revealed a spirit which it had been hoped had departed from the world. It shocked other nations to see the embers of religious persecution stirring again, and to hear talk of religious or racial proscription of a great section of the German people.

The Marquess of Reading has resigned the presidency of the Anglo-German Association owing to the persecution of Jews in Germany. "JUDEA MUST HIT BACK." APPEAL TO EMPIRE JEWS. i (Received 1 p.m.) LONDON, April 9. Mr. Neville Laski, presiding over a meeting of the Jewish Board of Deputies, emphasised his disappointment at the intensification of anti-Semitism in Germany. He announced the appointment of numerous committees, including a 1 refugee reception committee, with resources amounting to £10,000. Mr. Basil L. Henriques, Warden of St. George's Jewish Settlement, said: "Judea must hit back at' Germany, and at least go down fighting." It was resolved to ask Jews throughout the Empire to do their utmost to influence Germany against Jewish discrimination. Police requested Jewish traders in the East End to remove German boycott notices, on the ground that such were liable to cause breaches of the peace." Most traders complied, but others protested to Scotland Yard, which disavowed knowledge of the action. "MANCHESTER GUARDIAN." BANNED PROM GERMANY. BERLIN, April 9. The Government has banned the circulation in Germany of the 'Manchester Guardian."
