Arraigned By Republican for Foreign Policy. WISHING WAR IN EAST. WASHINGTON, March 27. In the House of Representatives yesterday Mr. G. H. Tinkham (Republican, Boston) alleged that the Roosevelt Administration apparently wished a war in Asia with Japan. He referred to the joint resolution now pending before Congress to vest in the President power to prohibit the exportation of arms or munitions to countries engaged in a dispute or conflict. Mr. Tinkham alleged that the resolution was aimed at Japan, and indicated that the present Administration had adopted the whole foreign policy of the last Administration, which was completely dominated by the British Foreign Office.
