JAPAN'S DECISION. LEAGUE RESIGNATION. Views on Far Eastern Dispute Irreconcilable. DELEGATE'S CHARGE. (United P.A.-Electric Telegraph-Copyright.) (Received 11.30 a.m.) LONDON, March 27. Baron Uchida, giving notice of Japan's withdrawal from the League of Nations, states that the majority of the League, in seeking a solution of the Far Eastern question, attached greater importance to upholding inapplicable formulae than to assuring peace. Hence Japan realised the irreconcilability of the viewpoints regarding the interpretation of the Covenant and other treaties, and believed that further co-operation was impracticable. A message from Tokyo states that a plenary meeting of the Privy Council this morning in the presence of the Emperor unanimously approved the resignation of Japan from the League of Nations. The decision is to be cabled to the Secretary-General of the League, Sir Eric Drummond, this afternoon. The Prime Minister, Admiral Saito, ■will then make a proclamation that the Emperor will issue a decree to the nation.

IN THE BALANCE.
Disarmament Conference Must Succeed. DECIDE WAR OR PEACE. PARIS, March 27. The Foreign Minister, M. PaulBoncour, in an address to the Friends of Peace League, said that although the present difficulties were not unsolvable peace and war were in the balance. It was essential that the Disarmament Conference should proceed in the present month, as its failure would set in motion an armaments race which would lead to catastrophe. However, pessimism was premature. Referring to the World Economic Conference M. Boncour declared that those nations which did not see the necessity for the inter-dependence of all would perish.
