Conflict Over Military and Naval Costs. INSUPERABLE PROBLEM. TOKYO, November 3. Insisting that drastic reductions in the naval and military Budgets are absolutely necessary the Minister of Finance, Mr. K. Takahashi, is facing' an apparently insuperable problem. Both the navy and the army are maintaining a very strong attitude. The militarists declare that they will not tolerate ft reduction. They say their demands are indispensable for their present needs.
