GROUNDS FOR OPTIMISM. LONDON, October 0. Financial and other newspapers give prominence to New Zealand's financial statement. The "Financial News" says Mr. Forbes' Budget is based on a distinctly optimistic view of the prospect 3 of the Dominion, but there are reasonable grounds for optimism.
